City of Joondalup
Digital Economy Plan
Delos Delta partnered with the City of Joondalup to develop its Digital Economy Plan (Plan), building on the foundations of the 2013 Joondalup Digital City Plan. As the digital landscape continues to evolve rapidly, the City recognised the need for a renewed plan that aligns with its strategic priorities and positions Joondalup for continued digital innovation.
Delos Delta delivered the Joondalup Digital Economy Plan through a staged process that began with project initiation and planning, followed by document discovery and review of existing strategies and supporting materials.
We were pleased to work with the City to develop this Plan alongside local insights from the community, innovators, business, digital and cyber networks, and industry stakeholders. Insights from the engagement supported the delivery of the Insights Report and in turn the development of the Plan, alongside an Innovation Ecosystem Optimisation Roadmap to support implementation and long-term impact.
The Plan identifies opportunities for the City to grow and thrive in the digital economy. It outlines a clear roadmap for Joondalup’s digital innovation future, including recommendations to support the retention, attraction and growth of local industries, strengthen existing capabilities, and capitalise on emerging opportunities based on local context.
Aiming to strengthen the local economy and shape a future driven by innovation, the Plan focuses on 4 key outcome areas:
- Centre for Innovation and Leadership
- Employment and Industries for the Future
- Local Economic Acceleration
- Digital Participation and Engagement
The Digital Economy Plan has been formally endorsed by Council in November 2025.
